If I read the article correctly, Tottenham and Wimbledon both didn't want to enter the competition, but were forced to. Because they fielded weakened teams they were subsequently banned from entering the competition in future.
Surely a logical answer would ha e been to allow in teams who wanted to compete in the first place?!

I went to one of the Spurs games at the Goldstone. Pardew played, and Spurs lost 0-2

I believe the attendances of those games were only around 2k, too.

Tottenham actually got banned from competing in europe between 1996 & 1998 for fielding such shit teams in this.

I think that may have been overturned.
