Well that's just baffling.

I'd love to see any data that led them to believe that this would reduce accidents, though I somehow suspect it's gone the same way as the computers used during the World Cup bidding process.

They don't actually think transsexuals cause more crashes/deaths. They consider being a transsexual a mental illness and they have banned anyone with mental illnesses from driving. At least that's how I interpreted it..

Fair enough, probably the right(?) way of looking at it.

For what it's worth, I don't think anyone, anywhere, believes that this was a decision made to make the Russian roads safer.
