Maybe that was the problem, the "offer" involved a mutual consent pay-off, and we all know that TB will go to great lengths to avoid paying off a manager he wants rid of.

I heard exactly the same and it came from a member of the 1st team squad
Garcia told bloom a month before the end of last season that he wanted to leave and bloom tried to get him to rethink. Bloom will not let anyone go, didn't poyet tell Bloom he wanted to go mid season as well.
Bloom has lost the plot.
