My Samsung S4 phone make electronic noises when I lay it upon my wallet? It never makes a noise when placed on any other surface........

The S4 has an RFID chip, does it not? So you probably have an RFID chip reading program running in the background unnecessarily.

Near-field communications. Some bank cards, Oyster/Southern's equivalent, the ST card for the Amex, non-magnetic cards to get in to your office, etc.
