When a football league club like Chester City,Darlington,Scarborough etc resigns.

How do the work-out at what level a ''new'' club should start ? From what i understand the likes of Chester City and Fc Halifax Town were both level 3 (aka Northern Prem Lge) others like Darlington,Scarborough and Afc Wimbledon even lower.

I think a lot of it depends on the new structure that appears in place of the old. Leagues are always anxious to accommodate potential cash cows.
