Cool, didn't know that. I left a wallet on the train before which was handed in. Took 2 days until it was processed to the lost and found that I'd obviously already ordered a new card. Thought I'd try and save them the hassle

Incorrect.
The only failsafe way of ensuring the account is not abused in any way is to destroy the card by cutting into many pieces as soon as is found.

Theft from the rail company. Not sure whether it's the theft of the item or the charge they can incur on the (previous) owner.

But as the card always belongs to the bank, how can the property (bank card) 'belong' to the railway company?
