Yep, that appears to be England team coach - very smart (superficially) and looks like it will run well, and I bet it cost about £5m to hire for two weeks and is powered with a lawnmower engine.

Surely the tournament organisers realised the world cup lasted only four weeks and has a buyer lined up for all the coaches at the end. Or are FIFA so skint they need to sell the coaches fast to make enough to buy fireworks for the final?

That's quite likely, I think they've only got about $1bn in their "contingency" fund.
