I think you're forgetting Brazil's pen in the first game of the tourney last Thursday. At least in this case the defender made no attempt to go for the ball - he knew he had been beaten, so tried to bring the Algerian guy down in the process. Clear-cut decision imo.

He only touched his arm. There was no reason for him to fall over.
