Wasn't that issue solved years ago with balls that are lighter and don't absorb water.

Another example of a sensationalist media headline that detracts from the actual findings of the report. One of the key outcomes was in fact that people need to treat cases of concussion more seriously in the game as examples where concussed players had continued playing and heading the ball added to the head trauma and in one case caused death

Because the build up to a major event, such as a world cup, is the perfect time to raise awareness of a football related issue that someone/group/charity etc is concerned about, with a media hungry for fresh content.
