I think this rule would only make sense if applied to a ski mask because a balaclava leaves your face exposed.
Left - balaclava. Right - ski mask.
Or have you got a problem with spelling and Turkish pastry?

If I worked in a shop and someone came in and purchased a balaclava, some gaffa tape and a heavy duty padlock I would feel duty bound to ask for some identification.
