I think this rule would only make sense if applied to a ski mask because a balaclava leaves your face exposed.

If I worked in a shop and someone came in and purchased a balaclava, some gaffa tape and a heavy duty padlock I would feel duty bound to ask for some identification.

If by a shop you mean Pevensey Provisions General Stores, then you might ask questions. One of those Army Surplus stores however and EVERY single customer is going to be at best a bit Nick Frost.
