a MP previously a banker (boo hiss) wanted to ensure everyone had a few days off each year, so created the Bank Holiday act not for banks but for everyone. before that there were no statutory holidays, though Christmas was observed as a day off.

I thought the term "bank holiday" didn't necessarily relate to a bank but just to have one in the "bank". Just a day off without having to work it...

actually though it is because The Bank Of England used to observe all 33 saints days, but whittled it down to four in 1834. They originally were Christmas Day, Good Friday, May Day and 1st November.
It changed in 1871 when the bank holidays act was passed and it was against the law to make any payment. It moved to the four we have now: Easter Monday, Whit Monday, August first Monday, Boxing Day.

In mainland Europe they get more of these public holidays off as they observe some of the saints days too. Despite us being in the EU , the Government of the day regardless of political persuasion isn't very keen on the idea of giving the workers parity with their European colleagues.
