How do you "import" a yacht? You buy it in one place and then sail it to another. Is this 'importing' or just 'using'?

Aren't you always "importing" your yacht every time you sail to a new country?

They are a dead giant now. The club could do with a near whole replacement of players and coaching staff and needs lots of money to be put in - but seeing as the club is already losing millions - who would be interested ?

It'll be to do with how long he was keeping/had kept the yacht in Italy and, if that was its first entry point to the EU, whether the required duty/tax/VAT had been paid anywhere in the EU. You're entitled to sail your yacht to wherever it's legal to sail it, but there are rules on how long you can moor it there before it becomes liable to pay the local taxes because it's been 'imported'.
