No, they've been CHARGED with tax fraud.
They've been found neither guilty nor innocent of anything as yet.
Personally, and as much as I'm a Barca fan, if this is proven then I hope the book is thrown at them.

No, that 30 million-ish was showing up in their accounts - how do you think it came to light? The question is about who it was paid to - Neymar's dad instead of Neymar.

From what I gather they claim to have paid 57 million, the actual fee was closer to 85 million

I've lifted this straight out of your own link from your original post. I only assume you didn't bother to read it.
"Barca director Raul Sanllehi stated the transfer on its own had cost 57.1m euros including 17.1m to Santos and 40m as a "compensation fee" paid to the company owned by Neymar's parents. However, he also detailed other payments around the transfer such as a signing bonus of 10m euros and various other fees paid to the family that took the total cost to 86.2m "
So, those payments are all accounted for.
