War crimes include the following serious violations of international humanitarian law:
(i) Grave breaches of the Geneva Conventions:
In the case of an international armed conflict, any of the following acts committed against persons or property protected under the provisions of the relevant Geneva Convention:
• wilful killing;
• torture or inhuman treatment, including biological experiments;
• wilfully causing great suffering or serious injury to body or health;
• extensive destruction or appropriation of property, not justified by military necessity and carried out unlawfully and wantonly;
• compelling a prisoner of war or other protected person to serve in the forces of a hostile Power;
• wilfully depriving a prisoner of war or other protected person of the rights of a fair and regular trial;
• unlawful deportation or transfer;
• unlawful confinement;
• taking of hostages.

Torture, unlawful deportation and unlawful confinement all sound like accurate descriptions of "extraordinary rendition".

It is also accurate to say that Blair was guilty of crime against peace: "A crime against peace, in international law, refers to "planning, preparation, initiation, or waging of wars of aggression, or a war in violation of international treaties, agreements or assurances, or participation in a common plan or conspiracy for the accomplishment of any of the foregoing"

You'll have to go to the International Criminal Court for an answer, established in 2002, of which the UK -- and not the US -- is a signatory. As a youthful international organisation, its role is somewhat unclear but, thus far, it has only prosecuted African dictators and those military and political leaders from the former Yugoslavia. The fact that it hasn't gone after Blair, who was involved in the 'coalition of the willing' in an invasion and occupation of a sovereign state without UN authorisation, or other 'western' leaders has prompted the suspicion that it's merely an imperialist organisation.

Don't you have to convicted to be a 'criminal'. So, the answer must be, no, he isn't a war criminal.

Would you say Idi Amin was a war criminal but never charged?
