HS2 is not being funded from a pot marked "the railways". Its a political infrastucture project, if it doesn't go ahead the money will go into some other major infrastructure project or wont be spent at all (booking a nice saving in the budget). It wont find its way rest of the rail network.

I wonder how their planning laws work in this respect and how much care and attention they pay to the concerns of those affected by the new lines?
