Why do people sit getting soaked in the pouring rain?

There are normally plenty of seats further back. Why do people sit getting soaked?why not move back?
You would also think that a Perspex cover be put over the home bench.

Only saying like but.... If they put a cover perspex or otherwise shirely the people behind will complain..... like yeah like...
