Awful things, worn solely by twats who think they're being cool in an ironic way or some pretentious shit like that.
Done well, they're very good. I am particularly liking the Wu-Tang Clan christmas jumper; very cool IMHO.

About 10 -15yrs ago it was funny, my mates and I would wear them on our Xmas eve piss up. We had to trek around charity shops for hours to find them. Now every shop sells them. Like most things, once it because mainstream (ie people on facebook talk about it) it becomes total cack.
