I seem to recall one of the licenses in this tranche of local TV stations was made to a Brighton based set up. Not sure when it's due to start though.

If this was to happen, which is extremely unlikely, then I'd assume the 3pm Saturday kick-off blackout would still apply.

Estuary TV aka Effluence TV is a reincarnation of Crap Town TV (Channel 7) which has been on Cable TV (Diamond Cable -> NTL -> VM) for the last 20 years. These local TV stations wont be able to afford the rights to show anything more than brief post match highlights.
