Useless information on the news / Police statements

The bbc news this morning reports that the police have released a statement saying the couple who kept the 3 women slaves for 30 years have "linked the couple with 13 other addresses".

Why bother releasing such meaningless tidbits? Why not wait until they have more information and can release the whole story? Absolutely no information there at all, just fodder for speculation.

This seems to happen a lot these days I imagine as news services have 24 hours/7 days a week of broadcasting to fill and so run with any scraps they are given but why do police release this in the first place? Is it to encourage people to come forward with info?
