At a guess, I'd imagine there would have been a buy back clause written into his contract in the event of relegation. With QPR relegated, Anzhi decided to exercise it as QPR needed to sell.

The thing that surprises me is not the fee or his departure but that he has gone back to Anzhi.
I am sure when he signed that he spoke of how happy he was to have left due to the racism there. I very much doubt there has been a radical change in attitudes so his wages must be rather hefty to convince him to go back
