At The Franchise he is on £250 K a week, not many will match that for Rooney. He will feel he is at the peak of his career so we are left with him moving to one of the few Galactico clubs or taking a huge cut in wages.

He will be staying where he is.

I think you're right about him staying put. As he is seemingly past his peak most of the big clubs will surely look elsewhere at younger, more hungry and leaner talent. And he will not accept a pay cut to go to a smaller club for sure. He will see out his current deal getting fatter and stroppier.
