to a point. little reported (because no fear of a good news story) is there's a lot of funding going into upgrading exchanges and cabinents thats arent othwise economically viable to upgrade. there's also conditions in the 4G licences to provide broadband coverage. see if things improve next year as thats rolled out.
the thing is, the technology came about by accident and uses the existing infrastructure never designed to do more than carry a voice where line noise and attenuation has minimal impact.
