On the ticket information for the Cardiff game, it doesn't mention the game being all-ticket nor does it mention being Pay on the Gate.

Is it safe to assume we can POTG for this fixture?

That's not our decision, it's something to be decided by the away club and their local police. At the time of writing we have not been advised either way - so I would check with Cardiff City before setting off.
