Could the slip road from the NW corner of the ground to VWN be opened for egress?

There seems to be two main routes of egress from the stadium, being the bridge to the station/University, and the stairs to the top car park, leading to the coaches and Village Way North.

I was wondering why the slip road above the West stand isn't opened, as it would take some of the fans on foot directly to VWN, without having to go through the congestion alongside the West and South stands?

I would imagine it's there for emergency access.
