Parking on Double yellows on Village way

Can you ask the club chief steward what is the policy of allowing people to park on yellow lines on Village way. By doing this, it caused terrible jams as the busses couldnt get along the road towards Brighton University?

I know this has all to pan out over the next few weeks and people will make sure they pick and chose better times to travel, but allowing people to flout the law when there is dreadful congestion around that area is just plain stupid.
