Are there any 'local labour' agreements built into the clubs contract with Buckingham?

If so, what are the monthly average percentages of local labour being used on the project?

We have agreements built into the contract with Buckingham to ensure wherever possible they use local labour. Currently over 50% of the labour force comes from the south east. We monitor this monthly.
