Away end (again)

Will you have to give the whole South Stand to the away side whoever it is, or can it be split into 2 or 3 sections so some Albion fans can go in when the away side does not take up the full allocation? It seems to me to offer the away side a clear advantage to have a whole end to attack one half of each game, and though I understand the reasons, very few sides in the top two leagues give away fans a whole end any more (I think only Wigan do in the Premier League).

For all League games we are required to make 10% of capacity available to the away supporters. This will be the south stand. If a team takes up less than 5% we have the ability to use the other 5% for home supporters.
