Biggest city without top football team?

For years there was a quiz night favourite question "What's the biggest British city/town not to have hosted top division football?" The answer was Hull.

I've not seen that question recently, so does anyone know what the answer is now? My guess is Milton Keynes but that is just a guess.

Wasn't the question always the largest town/city "never" to have had a team in the top division of English football...therefore Hull can never be the right answer after this season!

Not sure who it might be now though, Plymouth does sound a pretty good shout.

I think that it's normally done on population rather than area but Plymouth might indeed be a good shout

It's certainly bigger than Milton Keynes, which was my guess

i'd have thought population would be the criteria for "largest".
