    FALMER PARISH COUNCIL NEWS UPDATE
    MARCH 2008

    STADIUM PRESENTATION

    “The presentation in January was well attended. The football club seemed to be confident of starting work this Autumn. They wish to put their plans on display for villagers to look at and so the village hall is booked for Friday evening April 25th. They are also trying to cut costs. They are looking at ways of reducing the amount of steel in the roof and building. They are negotiating locally on where to move the huge quantities of excavated earth in an attempt to keep transport costs down and reduce lorry movements in and out of Village Way.

    However, disconcertingly, it was announced that proposals are being made for further development at the site of Brighton’s City College. The Head of the College Mr Philip Frier gave details of the City College’s aim to build a construction skills centre next door to the stadium. From the start of the stadium application (2001) we were assured that the site was for a stand-alone football stadium and there were no proposals to have more development. Now we find, before any building has even begun, that more development is planned. It has no approval from the Secretary of State. We are currently investigating the proposals and think that this is a way for the football club to defray some of the building costs as well as having future guaranteed income from rent. Martin Perry chief executive of BHA football club is also chair of governors at City College. It is a disturbing fact.

    This proposed City College development is using the argument of education opportunities for 16-18 year olds being linked with the “power of football”. In other words Mr Frier says disillusioned youngsters will see it as “cool” to attend a further education centre linked with a football stadium. Brighton and Hove City Council were hoping that the redevelopment of City College at Pelham Street near Brighton Station was a way of regenerating that part of Brighton. There will have to be a convincing argument made by City College to move away from this planning policy.”


    BUS SHELTER

    We are looking into the cost of a new bus shelter at Knights Gate. A modern, practical one costs about £2,000+VAT + installation. If we get our costs back from our High Court challenge we might have the funds to buy one but the Treasury Solicitor has yet to decide on this even though we applied 18 months ago.

    I am getting the impression that they are going to object to everything that saves money in the building of the stadium and the financial viability of the running of the stadium. It makes it all the more important that when called, we write in letters of support. Whats your views?

      You can hardly blame them!!

      If they were indeed told that only a "stand-alone football stadium" would be built which I expect they were and then before the thing is even built other planning applications are going in left right and centre it goes to show how untrustworthy Martin Perry is.

      And what on EARTH is the bloke doing being on the board of governors? Talk about a conflict of interests. No wonder it's taken so long to get this far still without anything delivered!! Not that Perry cares obviously he is still creaming a nice wage from the club.

      Nothing to do with the Albion, is it?

      They were NEVER told that this was a "stand-alone football stadium".

      As the Decision Letter says:-

      "The Secretary of State ... hereby grants planning permission for your client’s
      applications for planning permission for:

      a. a community stadium with accommodation for Class B1 business, educational,
      conference
      , club shop merchandise, entertainment and food and road works,
      pedestrian and cycle links, coach/bus park and set down area, shared use of
      existing car parking space at the University of Sussex and shared use of land
      for recreation and parking at Falmer High School".

      What is now being proposed is a shift in the balance between business use and educational use of the stadium.

      Educational use has ALWAYS been part of the scheme.

      It is also a CONDITION of the planning permission that the stadium includes a Study Support Centre to be operated jointly with the Learning and Skills Council or with another agency or agencies; a Crèche Day Nursery; a facility for sports science and sports medicine treatment and research; and a Skills Training Centre which may be operated in conjunction with commercial or educational agencies.

      Falmer Parish Council are now being given up to date detail about exactly how this planning condition will be met. For them to claim that this is all new is ridiculous. Hundreds of pages of information were included in the documents that were circulated to the interested parties (including Falmer PC) for comment, before the Secretary of State's decision was made.

      I'm not disputing the fact that education has always been part of the scheme but put yourself in the place of the people of Falmer. Before even a sod of earth is moved already others (that Martin Perry is conveniently involved with) are trying to get other things built there when they have been specifically told by the club that that wouldn't happen.

      Regardless of what it has to do with the Albion it quite frankly stinks. Why? Martin Perry!

      And as I understand it, the College are exploiting the fact that there will be a major development going on on their doorstep - and they will be (sensibly and rightly) using it as part of their construction education programme. There has been no suggestion thus far that it will carry on once the construction has been completed.

      This comment also sticks in the throat "They are also trying to cut costs. They are negotiating locally on where to move the huge quantities of excavated earth in an attempt to keep transport costs down"....err no, they are trying to dispose of the earth locally in order to reduce the environmental impact. One additional benefit is that it will also reduce costs. People get away with this kind of self serving, deliberate mis-representation of facts far too easily.

      Exactly. The main beneficiaries of this part of the scheme are the residents of Falmer Village, who will avoid the impact of hundreds of lorry movements that would be necessary to shift the excavated materials somewhere else. And, of course, the local farmer who is the person who is "negotiating locally". Not objecting, you notice, but negotiating.
