Are the available dates for midweek games imposed by the Football League?

I can never understand why so many are in European weeks when there is so much competition from televised football. Add to that the fact we play on Tuesdays (when the likes of Arsenal/United etc are often on terrestrial TV)...

Why not non-Euro weeks? And, failing that, why not on Wednesdays?

Yes the FL is involved, and it's a case of when both clubs can play. Also, in European weeks, Wednesday nights also mean live televised games.
