I'm probably in the latter camp simply because there are too many holes in H+S logic i.e. they'd ban coins if they're that worried about about H+S. But you're right, probably many of their changes won't affect many fans and ergo they won't be too worried.
Aren't the club doing exactly this though? They've made a lot of "minor" decisions lately which lead to negative effects for match going fans. Maybe they don't have a big effect, but lots of little negative decisions do add up.
