So another twist this morning. Manchester United have pulled Old Trafford from being a venue. It looks like Manchester City will step in and allow the Emirates to be used. What this does mean is that there will be more pressure on the other venues to pull big crowds...
The minimum capacity requirement is 12,000, but Exeter have plans to expand Sandy Park to 20,000 over the next few years. I would suspect that they will be halfway through their transformation by the World Cup.
