Indeed, if the EU say there is no other deal at all they will say so, if they think there is a possibility of renegotiating parts of the deal to Leave they will say so too, and if that requires extra time and an extension to accommodate our constitutional requirements and theirs to see a leaving...
I would hope everyone would be united (leavers and remainers) in condemnation of the EU if they insisted remain should be on the ballot paper in such circumstances. The decision of the content in such a referendum is the sovereign right of parliament to determine not the EU.
