It only takes one club to appeal against their FFP punishment to tie the whole thing up, though.
Much though I'd love to see something like FFP in place, I suspect that we'll see it die a death.
There are probably rules in the FA about owning multiple teams, but honestly if it can be done with an overseas club then it's a loophole which will be exploited. The fact that the other club needs to be outside of England really doesn't mean much these days.
