Start -->Control Panel-->Mouse-->Device Settings-->Highlight "Synaptics Touch Pad"-->Settings Might be something in there (look for Pinch/zoom or the setting for what area of the trackpad works as a scroller). Alternatively, boot into safe mode and reinstall touchpad driver.
