I've watched it ten times. He raises his arm as the van passes too close / turns in - and yes, his raised arm would offer no protection at all, but that's why I typed 'instinctively'. The driver is a complete moron, anyone attempting to justify his actions not far behind.

Your still image shows NOTHING of the kind. The van is clearly already turned IN, rather than travelling directly past the cyclist, who instinctively raises his hand to protect himself. To suggest that the driver has turn in reaction to that moment is nonsense.

So not a 'draw' at all then. Glad we cleared that up.

Solely from the clip you can see, do you think it likely that the driver in question, saw the group in the distance, eased of his accelerator to keep a safe distance, and gave a gentle, friendly toot to warn them of his presence? I'm quite happy to pass judgment that the driver is a moron...

Probably nothing more than the driver has only just (before the clip) managed to get past the lead cyclist's mates, then got to the bend, and "Oh For F U C K S Sake, there's ANOTHER one. Get out of my way you PRICK. I'm in a HURRY"
