I believe he meant that football will take notice of the violence when it doesn't involve England - i.e. they can't just dismiss it as 'The English playing up again'.

I can foresee World Cup matches being played out in enormous stadiums, all filled with Russian schoolkids and soldiers, dressed in England / Israel / Cameroon / South Korea shirts, to desperately save Putin et al from losing face.
I'm not disagreeing at all. It would put fans at risk - but at their own PERSONAL risk. The only risks that the FA's risk assessment will look at are 1. The FA being legally culpable 2. the FA losing moey 3. The FA's reutation being damaged (further).
It is exactly the kind of thinking they are likely to take though - "If we don't facilitate the sale of tickets, and we tell people not to go, then we can not be held in any way responsible, if they come to harm".
Don't understand your link to Sky, though. When did you last watch a WC match on Sky?
