I report that it's historically high, compares well with most clubs, isn't inevitable due to increased TV revenue, and that although some clubs have new rich chairmen (like us), other clubs...

Barber is unlikely to be insisting spend is increasing "substantially" if it hasn't.
Why is it not possible that Bloom kept spending high compared to the rest of the division...
PS: to confirm that...Barber said in May ""Each year [i've been at the club], the football budget has significantly increased and it did so last year [2014/15]" (on Albion Roar).
This analysis puts our wages in 2013/14 as again, like 12/13 as 8th biggest in the division.

Given we know (its in the public accounts) that the club had a £20m + football budget in 2013/14 (wages and fees) and it went up "substantially" in 2014/15 (according to Barber/Bloom) then it shouldn't come as much of a surprise that the first team squad are paid quite hefty wages in that...
