Removing the parking around Hove Lawns is part of a solution, but wouldn't make a difference if there is a bottleneck further east. To me the answer to the congestion here is to work out what we don't really need and get rid of it.
I'd favour two lanes in either direction and clearly marked 2...
My guess is that most people driving on that route are travelling a distance which isn't realistically cycleable, or maybe they are leaving Churchill Square with a ton of stuff. I don't think going to two lanes is a good idea.
