I get your last paragraph. For a government, which might be a coalition, to do what it takes to leave the overwhelming majority of voters happy or at least not dissatisfied on major policy areas.
Probably very hard to achieve in reality.

I've known many people from the left who hated Blair (pre Iraq), calling him a Tory in all but name. That socialism was betrayed. Many union leaders hated the bloke throughout.
The pre Iraq perspective is rose tinted.
4. Unpopular/nasty individuals get to stay in parliament, if their face fits within a party, against the wishes of their constituents. Constituents do not get the chance to specifically kick out such an MP at the ballot box. I know this depends on the PR system, but essentially the party...
