    I'd think you'd run a senate on county lines. The size of a counties population reflecting how many senate seats are allotted to that county. Each party and independent in each county can nominate their representative for the senate as opposed to the lower house.

    A senate, something like Australia or Canada have in conjunction with the Westminster System. Actually opens up opportunities for independent politicians or smaller parties to become involved in keeping Governments in check.
