Yep, maybe. So possibly we want our managers to be quite involved with player recruitment, or possibly Burke does it all and doesn't give the manager enough say. Sounds like we all know exactly what's going on.

It doesn't make sense for him to leave because he wants less involvement with player acquisition, because most clubs would want him to be more involved. Unless he can find more of the coach role abroad, which would make me wonder why he came to England in the first place.
