The debt hasn't been bought either. That's not how debt counselling works. The person still owns the debt but the counselling service negotiates a payment to start clearing the debt. There are priority debts like rent/mortgage, council tax etc.

You are aware the service Christians against Poverty isn't just for Christians? Anybody can seek their advice, and it's possible the debt councillors have been deceived as much as anybody, by the debtor.
Unfortunately for you, LR, it is not classed as a priority debt, like rent, council tax or a mortgage.
The debt councillors look at the income, and break it down so the person is still able to buy food, and their outgoings, plus a contribution to each debt.
