I have been trying to find somewhere that definitively states this rule but can’t. However I did find that if you don’t have to name 8 HGP, it’s just a maximum of 17 non HGP. So a squad of 17 non HGP plus lots of under 21s would be allowed.

I think you can name under 21s in the squad and therefore have them as part of your HGP count. However it does mean using a squad position for someone that you don’t need to name in the squad.
