In Germany that doesn't seem to be the case but barber said it would be IF the Albion did it at the Amex. It's on his interview on the official site.

IIRC barber explicitly said that any move for safe standing at the Amex would not mean cheaper tickets or increased capacity.

At the Dortmund stadium the capacity is significantly different for league games when standing is allowed, and International games where the stadium has to be all seater. I guess it's the number of people that the NS (assuming it is the NS) is allowed to hold that dictates how many safe standing...
