Why not just hire 5-10 road traffic police bikers to patrol the city? They'd make the salary cost up by on the spot fines.

Drag them out of their car, put them on a motorbike, untrained, and tell them to ride around Brighton & Hove for 8 hours. Then see how they feel about people using phones whilst driving.
