To make all this pretty much go away, I still maintain all it takes is a simple banner across the ticket pages saying words to the effect of:-
'All remaining and returned tickets will go on sale from [inset date]...
No probs.

I don't believe that is how it works, certainly not x amount of days before the event.
Tickets always become available for everything right up until the event starts.
The easiest way into Heston Wotsits restaurant, that has a 3 month waiting list and is booked out within minutes of the lines...

We both (all) agree, many times over, the ticketing system is a wrong'un.

If they are both events I REALLY wanted to go to, I would do exactly the same.
In your example it would appear this board expects the club to bend over backwards to accommodate people who don't really want to go, anyway.

I still find it hard to believe a person that really wants to go, will look once then say 'oh well clearly it's sold out, I'll never look again'.
