If we're talking really old really influential comedies, The Goon Show should be in there. I don't think TV comedy was ever specified. Given the demographic of NSC I'm a little surprised it isn't. I think a good number of episodes are available on BBC Sounds nowadays, incidentally.

Enthusiasm is an excellent quality. Not that it would disqualify it, but Flying Circus was first broadcast 54years ago.

In this particular case, I'm not sure there's any reason why it can't be considered both British and Irish.
