I'm pretty sure that the cost of installing the rails falls some way short of "millions", the cost I've seen quoted for Celtic Park's safe standing section is around £500,000.
Based on the posts whenever this comes up, I suspect they'd be inundated with responses from people who sit in areas that wouldn't be affected by the change.
To be fair, I include my own posts in on the matter in that.
I've found the rails worked well at Chelsea and Liverpool, on the other hand.

I've never been in an area of the North stand where the majority of people around me are standing. Which isn't to say that plenty of people don't, but it's not my experience that the whole stand is, erm, standing.
