I think if you stood on the street or in a stadium and were repeatedly shouting the C word then yes, it would be deemed unacceptable. I am not adverse to effing and jeffing but it would get on my nerves if it was being done too much around me.
If someone is being physically or verbally abused then it needs sorting. If someone who doesn't know me, comes from miles away and is situated at the other end of a football stadium from says he can see my holding a man's had or that I'm a bumder I really can't say I'd expect anyone to do owt...
I've seen the police walk the length of Queens road on the march for England next to skinheads giving the Nazi salute to foreign looking folks passing by and did absolutely nothing. They did stop, search and take all my details for filming it on my phone though so they weren't totally apathetic...
